Administrative Bureau
Lt. Tony Hetrick
The Administrative Bureau maintains responsibility for training, property control, crime prevention, recruiting, DARE, and the accreditation and inspection process. As a nationally accredited law enforcement agency, the Bowling Green Police Division must comply with over 400 standards or requirements. It is the responsibility of the Administrative Bureau to oversee this process and to ensure that the Division's commitment to professionalism follows the prescribed guidelines.
The Admin. Lt. must have an understanding of modern principles, methods and procedures of police administration and organization. Admin. Lt. is responsible for coordinating the training activities for the Division. He will formulate a Career Development Plan for each officer and conduct career development activities that will enhance the skills, increase the knowledge and abilities of each officer within the Division. Training may include refresher or advanced training. Specific technical training needs are made available or training can be requested if officer deficiencies are noted.
Admin. Lt. also oversees the Division recruiting process for new officers. The Police Division will provide personnel for recruiting presentations to educational institutions and community organizations whenever there is an opportunity, such as career days at local schools, recruiting talks at Colleges and Universities and Job Fairs at Colleges and Universities. The Admin. Lt. also oversees property control, to include evidence storage and security. All evidence or property submitted to the Police Division must be properly marked and secured according to policy and procedures. The Admin. Lt. will conduct quarterly inspections of the Evidence Room to ensure that the proper storage, cleanliness and proper disposal methods for evidence are being followed.
Training
The Bowling Green Police Division provides training in many ways, including in-house training by state certified instructors, by sending officers to the Ohio State Highway Patrol Academy in Columbus, Ohio or the Ohio Peace Officer Training Academy in London, Ohio and by bringing instructors into the agency. Throughout the year, officers from the Bowling Green Police Division received annual training in Firearms, Use of Force Policy, SEB Baton, Dynamic Simulation (scenario based training), BAC Datamaster (alcohol testing equipment for DUI enforcement) and other policy and operational areas.
As a result of the September 11, 2001 terrorist act and subsequent threats against our "homeland security", the Police Division reviewed and trained in the areas of emergency operations, anthrax and suspicious packages.
The Police Division also received assistance in training from the Municipal Court Judge and City Prosecutor in areas of search and seizure and DUI arrests in an effort to clarify opinions between the Supreme Court, the Attorney General and decisions/opinions of the local court.
Some of the training received includes Lieutenant Brad Biller and Lieutenant Ken Fortney's attendance at the Police Executive Leadership College (PELC), which consists of 120 hours of instruction on police management practices. Chief Gary Spencer also graduated from a year long educational training program on police professional development, entitled CLEE (Certified Law Enforcement Executive) and is one of only 100 certified police executives in the State of Ohio.
